In setting the path for departmental settlements , this spending review is a vital part of the economic management of public funding , at a critical time for the economy . It will also demonstrate the commitment to the political vision , policies and pledges shaping and developing the economy and society . Put another way , it is a chance for Government to put its money where its mouth is and make clear choices about the future . While spending is governed by the departmental structure , the review can and should serve a greater purpose , tackling national challenges which stretch across departments .
